Climate change is real, and while we all want to help when disaster strikes, sometimes rushing in is the wrong thing to do.

We need only to look at the increasing number of a wide range of natural disasters to see the impact of climate change. In 2022, the United States experienced 18 separate weather and climate disasters . Among the disasters that caused this destruction were a winter storm / cold wave; a wildfire event, which included multiple fires; a drought and heat wave; a flood; two tornado outbreaks; three tropical cyclones; and nine severe weather / hail events.

Unfortunately, 2022 was not an anomaly. Both 2021 and 2020 featured 20 or more weather and climate disasters, signaling that this becoming the new normal.

But before you lace up your boots to help those who are impacted by a natural disaster, consider these actions instead:

Prepare if you鈥檙e in an area that could be impacted. The first job for anyone in a disaster is to not become someone in need. The fewer people that need help allows emergency crews to focus on the truly desperate. One thing to do is pack a 鈥済o bag鈥 ahead of time. The number of blood donors has not returned to pre-COVID levels. Without an adequate blood supply, life-saving surgeries may be cancelled and individuals who would normally be able to survive the car accidents that often occur alongside natural disasters may not make it.

House displaced friends and family members.听In the immediate aftermath of a disaster, housing can be nearly impossible to find. One way to assist is to open your home to friends or family members while they wait to assess the damage to their homes or find suitable alternative housing.听

Foster a furry friend.听Animal shelters in disaster areas must often be emptied quickly. Consider fostering one of the shelter鈥檚 dogs or cats to ensure that they remain safe during the worst of the crisis. You can also assist a friend or family member by housing his or her pet, which may not be welcomed at a temporary shelter or hotel where your friend or family member may be living.

When a natural disaster or humanitarian crisis happens, naturally your company and its employees want to move swiftly to provide critical resources to the individuals and communities who need help. Perhaps an individual employee at your organization is experiencing personal financial hardship due to something like a house fire or a spouse being deployed for military duty, or maybe an entire business unit has been devastated by a hurricane or wildfire in their local community, or a global crisis develops like the COVID-19 pandemic or as we鈥檝e seen more recently with the heart-breaking . Your employees want a way to safely and easily help others, and your company wants to facilitate that giving 鈥 but how do you do that and where do you start?

  • Who will have access to participate in your program?
    • Will all full-time and part-time employees be invited to participate or will some employees be excluded, such as contractors?
    • Will your program focus on employees only or will you also invite external people to participate (e.g. board directors, partner companies, customers, family members of employees)?
  • Your answer to 鈥渨ho鈥 will participate will be closely connected to how you grant platform access (e.g. single sign-on (SSO) connection, login credentials based on unique identifiers, etc.).
  • Who will manage your giving program? Do you have a dedicated team to handle things like employee donor questions, charity write-in requests, and program communications, or do you need outside support?
  • If you plan to provide financial assistance to employees facing personal financial hardships through an EAF program, who will manage the application review process, maintain the funds, and handle reporting and compliance?
  • If you鈥檙e focusing on a disaster relief campaign, who will be the recipient nonprofits and who will vet those organizations for you to ensure donations are going to a reputable charity?

What:

  • What do you hope to achieve?
    • Make sure you take time to speak with key decision-makers to ensure you choose a strategic partner and platform that offer the right tools to accomplish your goals. The things a procurement officer will focus on may differ significantly from the criteria your program manager has in mind. Taking a moment to obtain team input and consensus can help your team avoid some common pitfalls.
  • Are you looking to facilitate donations in support of nonprofits, employees facing hardships, or a combination?
  • What donation and giving methods do you want to offer?
    • For immediate disaster response campaigns, credit/debit card giving tends to be most popular and efficient for getting donations to those impacted by a disaster. Charitable dollars, however, typically wane within the initial three to six months after a disaster, as media (and donor鈥檚) attention moves on to other stories. A recurring payroll deduction donation can provide a disaster-related charity with much-needed sustainable resources to support long-term recovery and rebuilding efforts long after the funding from immediate relief runs dry. Perhaps your team would like to get out and volunteer or hold a drive to support a local community disaster. Not all giving platforms are setup to facilitate all types of giving and donation methods, so you鈥檒l need to think about both your immediate and long-term program interests.
  • Will your company match employee gifts? If so, what are the eligibility criteria and match ratios?
  • What鈥檚 your budget for doing all of this?
    • If you鈥檙e just starting out and need to make the case to leadership for more investment, it might make sense to start with a pilot program and expand your program with more of a phased approach. When:

  • How soon do you need to deploy your giving platform? Some donation methods and giving programs can be set up in days whereas others involve more legwork, so you鈥檒l need to build in enough time for planning and setup depending on what your initiative entails.
  • Will you keep the platform open year-round? If so, will some donation methods be available during finite campaign periods while other methods remain available all the time? For example, some employers offer employees a limited timeframe in which they can enroll in payroll deduction giving, while they allow employees to make credit card donations anytime throughout the year.

How:

  • How will you measure success? Your team likely has some specific goals you want to accomplish through this program. Are there specific reports you will need or metrics you鈥檒l want to closely monitor to track your progress towards meeting those goals?
  • How personalized do you need the platform to be? Are you looking for a platform with basic branding and out-of-the-box content, or are you looking for something more configurable and personalized?
  • How much staff time do you have to devote to administer the program? Some aspects of your program might make sense for your team to handle if you have the internal capacity, but there鈥檚 also an opportunity cost that must be considered. Every hour you spend on internal staff time costs your company money (as the company in this case study found), so it might be less costly to go outside for help.

1. Why are we implementing social distancing measures?

鈥淔latten the curve鈥 is a familiar refrain, but it bears repeating. Like any outbreak, COVID-19 will reach a peak number of concurrent cases鈥攖he top of the curve鈥攂efore dissipating into a downward trajectory.

If we did nothing to slow the spread, the peak would far exceed the capacity of current health systems. The influx of COVID-19 emergencies would overwhelm health workers and hospital beds, and leave thousands upon thousands without care.

Where possible, we are implementing social distancing measures鈥攁longside handwashing, disinfection, and protective personal equipment (particularly for health workers)鈥攊n order to slow the spread, lower the peak, and ensure health care systems can meet patient needs throughout the pandemic. Think of flattening the curve like downgrading from a fast-moving hurricane to a plodding tropical storm.

Tragically, social distancing is most difficult to implement for those that most need its protective benefit鈥攑eople living in crowded urban areas, refugee camps, and areas with poor sanitation access. That social distancing is an accessible option for听some听people in听some听places鈥攂ut not for those who need it most鈥攊s clear evidence of the health inequity PATH works to address.

2. Case counts and mortality estimates are wrong. But by how much?

It鈥檚 likely that more severe cases are being tested and reported, while mild and asymptomatic cases go untested. We know the disease is听more听common and听less听severe than current numbers indicate, but we don鈥檛 yet know by how much. We also don鈥檛 know the extent to which mild or asymptomatic cases are advancing the spread and carrying it to those at higher risk.

Testing limitations have hampered our ability to get the numbers that would best inform decisions about where and when to tighten (or loosen) protective measures.

To get a fuller picture of COVID-19, we need a tool called a serologic diagnostic (one is in development now). Rather than identifying a virus when a person is听currently听sick, a serologic diagnostic can detect whether a person was听previously听infected鈥攅ven after the disease has resolved. With this information, we can begin to understand the proportion of the population that is being infected over time.

3. Are we closer to the beginning or the end of the pandemic?

Even in places where the disease is most common, reported cases are currently at about 1 in every 500 people. Worst-case scenario modeling predicts up to 80% of the world population will be infected. That would be 400 in every 500. So, where are we right now?

If there is relatively little asymptomatic infection, then we are still at the very beginning of the curve and have a long way to go. To the extent more of us have been infected, communities are building herd immunity. This can be part of our strategy for moving forward, even in the near term.

4. How is COVID-19 going to impact Africa and Southeast Asia?

Unfortunately, we just don鈥檛 know. Many unanswered questions remain about how COVID-19 will behave in these settings. How will the younger populations on the African continent affect transmissibility? What will be the effect of higher ambient temperatures? How much of the disease will be reported by surveillance systems, and how well will they track the spread? Ultimately, how successfully will these regions be able to flatten the curve and allow their health system to cope?

This is all difficult鈥攊f not impossible鈥攖o predict. Fortunately, we are already seeing national preparedness investments paying off. And PATH is supporting country partners throughout these regions as they use new and existing disease-agnostic tools for COVID-19.

For example, in Senegal,听听by utilizing and expanding existing systems originally developed for Ebola and malaria. In Vietnam,听, and community-based surveillance systems that enable targeted response.

In the long-term, these health system strengthening efforts will play a vital role in responding to future outbreaks beyond COVID-19.

5. Are we tracking the right health system indicators?

It鈥檚 increasingly obvious that measuring health system capacity should be at the top of our COVID-19 surveillance priorities. Since our goal is to ensure capacity matches patient need, we need to measure things like hospital and ICU admissions and the need for oxygen.

These are relatively simple measures to put in place, but time is of the essence. This pandemic is unprecedented in our lifetimes. Let the same be said for the global collaboration that comes next.

Not “if” but “when”精东影业 Coronavirus Response Fund

For researchers like听, who leads the Enteric and Diarrheal Diseases team at听, the emergence of a new strain of coronavirus comes as no surprise.

As with influenza, he explains, there are hundreds of strains of coronavirus, most of which infect only animals. Milder variations can lead to the common cold. But other strains have significant mortality rates, such as severe acute respiratory syndrome (SARS) at about 10 percent and Middle East respiratory syndrome at approximately 35 percent.

The SARS outbreak of 2002鈥2003 was fortunately contained within seven months. The rapid suppression also meant that funding and priorities drifted elsewhere. In 2004, Dr. Cassels joined the National Institute of Allergy and Infectious Diseases (NIAID) to manage the portfolio of projects that sprung up in reaction to the outbreak. He was discouraged by the lack of momentum to continue learning about the science of coronaviruses and what it would take to produce and fully test a vaccine: 鈥淚 remember saying to the team, 鈥業t鈥檚 not听if听there鈥檚 another outbreak, but听when.鈥欌赌

Staying one jump ahead

Trends such as climate change, urbanization, and rapid international travel form an ideal breeding ground for infectious disease outbreaks. But Dr. Cassels insists that, from a scientific perspective, there鈥檚 reason for optimism鈥if听we commit to learning from data.

He draws on his experience with SARS. During that outbreak, NIAID had a jump start on its response because of previous research findings on animal coronaviruses (uncovered before they jumped to humans) and on the strains known to cause the common cold in humans.

鈥淲e didn鈥檛 need to start from scratch,鈥 Dr. Cassels says. 鈥淟ike viruses, science can leap too, in surprising ways that can serve us if we maintain enough momentum on research and development鈥攅ven when outbreaks are not in the news.鈥

While COVID-19 is a new strain, it鈥檚 a familiar virus. Dr. Cassels predicts that the earlier work on SARS vaccines will shorten the timeline for developing one to address COVID-19.

Vaccines and other strategies to slow outbreaks

PATH is heartened by the global funding that has been committed to accelerate development of a vaccine targeted at COVID-19. There are still many unanswered questions about this new strain, but Dr. Cassels suggests that we know enough about the molecular building blocks of all coronaviruses to explore, for example, a universal coronavirus vaccine, much like PATH鈥檚 pursuit of a听.

With the work on vaccines under way, tried and true public health tools will help slow the spread and severity of outbreaks: surveillance, tracking contacts of patients, isolating suspected cases identified at airports and transportation hubs, and treatment. Ultimately, that鈥檚 how the global community makes strides in prevention鈥攂y drawing upon both scientific expertise and public health know-how. It’s the hallmark of PATH鈥檚 work: harnessing diagnostics, treatments, vaccines, and strengthening health systems to protect communities from disease.
